Raymond Kelly – a 1968 graduate of Xavier University in Cincinnati, Ohio followed by

Boston College Law School in 1971, spent his formative legal years in Northeastern CT with Tolland Windham Legal Assistance 1971-1974 before heading north to Keene, NH and NH Legal Assistance (1975-79). He’s been doing Social Security hearings throughout Northern New England and federal court appeals since the late 70’s. A past NOSSCR President (2010-2011) he still maintains a busy solo practice in Manchester, NH where he is trying to understand the world of ERE & DDE. He wonders why judges don’t exercise discretion in developing a claimant’s medical records. He has lived with the 5 day evidence rule since 2006 since New Hampshire is a prototype state.
